5 September 2022 –Mayor Casan P. Dumulag led the launching of the month-long celebration of the local government unit in observance of the 122nd Philippine Civil Service Anniversary (PCSA) at the flag raising ceremony earlier this morning at the Municipal Gymnasium, Namugong, Poblacion as the Municipality also welcomes the new Public School District Superintendent (PSDS) of Hungduan District, Madam Lorna A. Haclao.

Participating in the said launching and installation of the incoming PSDS were the School Heads and Department of Education retirees from Asipulo District, department and unit heads and Sangguniang Bayan members of the Municipality of Asipulo, and the 54th Infantry Batallion of the Armed Forces of the Philippines.

On spiritual upliftment, Rev. Fr. Noel Buyuccan, Parish Priest, Holy Family Mission Station, urged civil servants to do their best in the service of their clients. “Christ challenges us to do the best in our delivery of service especially to the poor and to those who are unable to repay the services or deeds we have done. May the clients feel the presence of God through you as public servants, as employees, and in your respective offices,” he said.

Mr. Benedict C. Danao, School Head, Bangbang National High School facilitated the installation of Madam Lorna A. Haclao as the PSDS of Hungduan District as he called on Mr. Juliver Binwag, President, Philippine Elementary School Principals Association (PESPA) for the reading of the deployment order of Madam Haclao.

Speaking on behalf of the Local Chief Executive of Asipulo Hon. Archie Lee. Quindo, Mr. Sangray, Executive Assistant shared how Madam Haclao has done a good job during her stay in Asipulo leading to convergence programs of the Dep-Ed and the LGU. Noting how revamping/transition is common in government service, he emphasized the need for better working relationships.

“It is important to strengthen the relationship built over the years and to continuously work together to better the said relationship,” Pugong said.

Madam Lorna A. Hacloa, PSDS, Hungduan District conveyed her gratitude for the support extended by the Municipality of Asipulo throughout her 5-year stay as the PSDS of the Asipulo District. Recalling her previous assignment in Hungduan for more than a year, she vowed to uphold the promise to serve. “There is always transition/exchanges in public service. It is necessary to collaborate and reinforce a harmonious relationship. Full support din Hungduan when I was here. We/the Dep-Ed are open to changes, after all, we are after transformational leadership,” Haclao said.

Municipal Mayor Casan P. Dumulag, in his message, expressed his gratitude to the public servants especially the front liners who have worked tirelessly since the onset of the Covid-19 pandemic. “The thematic focus of 122nd PCSA on resilience help shape future-ready civil servants in times of change and uncertainty,” he said.

Mayor Dumulag assured the continued support of the LGU to relevant programs of the DEP-ED and looked forward to reinforcing the established relationship.

In his closing message, Vice-Mayor elect Romeo L. Haguyayap, affirmed the readiness of the Sangguniang Bayan, in aid of legislations, to DEP-ED programs. #
